Thanks to a brave neighbor, Nick has been saved!!
She took the picture below in August, 2010, and posted it on the Daily Iberian's forum on line.  After years of calling the police on the neighbors, she was out of options. A volunteer's sister saw the post, and the campaign began to get custody of him. People called the police department to complain, and we were escorted out to the home and were allowed to remove him from the chain.  It was so tight to his skin, you could not put your fingers under it.  Nick was taken to the vet for a check up, and was treated for hook worms, and was dipped once a week for his skin condition.  He did test positive for heartworms, so future treatment will be needed.
